Is there a way in Exchange 2007 to track how users are using Email Signatures when they send messages

Hi, lk1950.

What do you mean when you say "how users are using Email Signatures"?  Is there any way to use a signature other than to include it in a message?

Our Security department wants to know how many users are actually using E-mail Signature feature in Outlook. Sorry for the confusion.

That's an impossible question to answer.  Outlook does not have a centralized means of reporting that and there's really no sure way to tell.  Just because someone has created a signature doesn't mean they're using it.  Signatures can be used on a per item basis, so looking to see if a signature is set is also meaningless.  It's also possible to emulate a signature (i.e. include a signature without using the built-in signature feature).  

The closest you could come would be to use a tool that checks the registry to see if a default signature is set.  Keep in mind that this would only tell you if a default is set.  It won't actually find everyone who is using signatures.
