Email gets "stuck" in outbox of Outlook 2003

Hi All.

Outlook 2003 running on Vista Home Premium SP2.
Not running on Exchange Server.
Using Pop3 email accounts.

Email stuck in Outbox.
I tried opening the email and clicking send again, then send/receive.
Doesn't work.

Email does not have an attachment.

This problem is intermittent.

Thoughts?

No send delay rules.
It only happens with some emails once in awhile.
I can receive email just fine.
This email account, and a few others, were set up some time ago (a year?) and have been working fine until recently.

There is only one user.
Standalone Outlook on single Toshiba Laptop.

Okay.
Now NONE of the email is going out.
I did a detect/repair.
No luck.

I'm working remotely so I cannot do a manual reinstall/repair.

What else can I try?
OK.
Update.

I have another version of outlook on my home pc.
Same email addresses, but entirely different system.
Emails are still stuck on my system.
That would suggest a problem with the email server?

Actually there are 3 emails stuck as of now.
All 3 different addresses.
I know at least one email address was entered via cut and paste from customer database.
