You'd probably also need a strong networking and/or ISP background (routing, DNS, etc), possible virtualization experience, clustering experience, etc. Not too sure what else.

Cloud computing is the new for computational resources on demand via the internet.

Say suppose you want to host an exchange server in your office. You will 1st need to buy the server with specific hardware requirements, then get the license for Exchange, employ engineers to set it up and manage it. If you use a cloud based solution, all you need to do is, identify the provider and ask for the Exchange service; and you are done.

As it is hosted over the internet and in maybe other location, there can be security related issues that will come up, which you will need to address or live with.

For a small company, cloud can help in reducing the cost of building and managing the solution

They provide the services of exchange for you.  They are not hosting your server; instead your domain is routed through there exchange servers to you via the internet.

Yes, very similar.  In fact more closely related than not.  In the example of exchange, you would have SLA's involved and a totally managed solution.  There are no upfront licensing fees, but rather low monthly fees.  A great example of cloud computing is what Google did with google docs.  You can access spreadsheet and doc apps with no installed apps other than a browser.

Cloud computing is great in metropolitan areas but in rural areas where the internet could be down by a backhoe cutting lines (and no that is not a myth, it happens in this part of Montana at least once a year) then that could kill some businesses with downtime.
