Exchange 2003 problems reciving mail

SBS 2003 all latest updates
All services are running and the exchange server doesn’t get any mail.
When restarting the iis admin service everything seems to work for a while, then the same problem comes back.
I made a bat file that restarts the iis admin service 3 times a day, and that seem to solve the problem temporally.
But I would still like to solve this permanent….

The solution sems to be on the smtp conector.
And some problems with mailqueu.

Check event viewer for errors.

- Does you have any Exchange Mail Scanning Application installed?

What are the sizes of your info store database(s)?

I have used both best practise tests and the server is fine.
No errors in the evente viewer.
No mailscan sw
I use Panda endpoint protection

I do have a lot of ndr errors from "unvalid" mail adresses that don't belonge to the company.
