windows installer - how to

I have MS Windows Server 2008 x64 and some MSI installation file.
Inside of this MSI I have some .dll file that should be installed by this MSI,
This .dll is suppose to configure ISAPI filters for IIS7.

But for some reason once I am running MSI installation, somewhere in the middle I am getting error message -
"Error 2753. The file 'myLib.dll' is not marked for installation."
Prior this operation product was uninstalled from the Win server and uninstall was interrupted.

So the Questions:
1. How windows installer is working? Internals? Step by Step?
2. Is there anyway fix this manually?

If you have the DLL available, can't you just manually register it?


Problematic dll I found here in Windows using cygwin search
$ find . -name aciiscnf.dll

this is exactly dll on which I got error
"Error 2753. The file 'myLib.dll' is not marked for installation."

Can somebody help here????
How can I clean it or unregister or what else.

When I type

“regsvr32 /u filename.dll”

I am getting error that "DllRegisterServer and DllUnregisterServer" are not implemented.

How to implement them? If so? Maybe there is another way to cleanup such filename.dll from OS?
