Exchange blocking mail

The sender is, an insurance company.  the recipient is MY exchange server that I manage.  The sender sends the email to my user, and the sender gets the message below.

any ideas?

the recipient is valid.  the sender is in my whitelist by IP and domain.

    Does Exchange server have any antispam software?

    What is the version of the Exchange?

    Check the whether sender uses any encryption method such as TLS protocol at their end

    exchange 2010 running the b uilt-in antispam software.  this sender can send to other users in the same domain. i'm going to check the recipients junk mail list

    it wasnt in senderfilteringm, but that got me to thinking.  the recipient had it blocked in her own block list
