Seems like the mailbox may be full...or a corrupt OST or PST.
Is your mailbox a POP account, IMAP, or Exchange?
If it is Exchange, can you send from OWA?

Try a new non cached outlook profile (leave the existing one alone and set Outlook to prompt you for which one to use)

Fixed.  One contact was corrupted.  When its in To field and right click->properties it was giving an error.  I went to the contacts and opened it up and then went to the To filed and did properties and it opened again.  Strange.

Working now.  Thank you.
