Can't create new mailboxes or delete old

Everything has been working fine, til today.

Normally when I create a user it asks if I want to create a mailbox, and I do.

Well now, when I create the user, the same process happens except no mailbox is created even though I tell it to.

Thinking the mailbox was created as always, I went and setup Outlook. But get an error "The Name cannot be matched to a name in the address list".

SO I went into ESM and looked at the mailboxes and sure enough, no mailbox is there.

Not a clue why this happens but I am no longer able to create new mailboxes as I did in the past.

Any ideas/hints/clues/shots in the dark? Other than this issue, exchange is operating normally.

Oh, 1 more thing... When I look at the user Properties in AD, on the "Exchange Features" tab everything is enabled and looks normal. on the "Exchange Advanced" tab in the "mailbox Rights", it only has SELF listed instead of the normal list everyone else currently has... on the "E-mail Adresses" tab, the box is empty instead of having the the SMTP and X400 lines everyone else has.

Why are these not being created?

Hi,

Since this is Exchange 2003 you need to start checking your RUS (Recipient Update Service) as this is responsible for actually stamping and creating the mailbox with the AD account.

Recipient Update Service is doing the e-mail address job.
Try restarting the Microsoft Exchange System Attendant service and check if that fix the issue , if not you need to perform a force update. follow the belwo URL for the same

Ok.. so Ashok,

When looking at the properties of the newly created users in ADSI, the ShowInAddressBook values have not been set.

What causes that Attribute to not be set? What permissions are needed in the security of the OU for these to have been populated?

It says if that vlue isn't there then the RU hasn't run but it will populate when it does run., but I even manually ran it and still it isn't populated. So I think the RU is running, it just might be missing some permissions or something to do the actual population.

In fact when you create a mail box it creates that in the exchange server, but stamping the exchange attribute to AD is performed by RUS .

I suggest to rebuld the RUS  as per the below URL.
But The Rebuild option does not actually begin rebuilding immediately.  Nothing happens until RUS reaches its next scheduled start interval.

If you want to apply the change to all existing mail-enabled objects, and you want the change to happen right now, first select Rebuild and then select Update Now.

I see the person in the GAL, but there is no email address associated with them.

At this point I would be happy to manually create something If I knew how.  We are getting new exchange  in a couple months.. I can manually add someoen for now

Make sure the exchange server is able to access the GC and able to communicate properly. Also check event logs for any errors...

As a last try reboot the server once and check.

It sees the GC because I can do a preview in the GAL and it pulls all the data just fine.  It shows the new user just not his email address.

I've already rebooted several times.

I think the problem might be in the security of the OUs in the AD. but not sure.  

Either way, no progress has been made, and I have no idea why the users Mailboxes don't create.

It seems I have for the most part fixed the problem. The problem absolutely was the security permisions of the OU's containing users.

I say the problem is sorta fixed because I can longer view secuirty properties of anything from Exchange itself and have to access from a different server.

I was hoping to get more technical help than people telling me to look in my logs. Looking in logs for errors is a given before coming to this site to find help.

This is now my 3rd time where I can't really get expert help, just URL pointers to things I can find from a google search.
