Find the control files location .
rename the control_files instance parameter..
SHUTDOWN IMMEDIATE the database
Rename the physical file on the OS
restart the database.

Please explain what you mean by 'transport database'.

Do you mean transportable tablespaces?
Moving the database to a different machine?
Creating a 'copy' of a database on a different machine?

What database version? Techniques can change across versions.

For the first one, check the online docs:
http://download.oracle.com/docs/cd/B19306_01/server.102/b14231/tspaces.htm

If the last two, please check out RMAN cloning. Again, the docs:
http://download.oracle.com/docs/cd/B19306_01/backup.102/b14191/rcmconc2.htm#i1006532

@slobaray: Your directions tell the OP how to rename a control file. How is that related to the question?
