Exchange OOF not working for one user

One of my users is having trouble using OOF, all of the others have no trouble at all. He is not getting any errors, and is able to set it in Outlook and OWA, it even syncs between the two. When it is turned on it just does not reply. We have reviewed his configuration, autodiscover is working fine, he is not using any proxies, we have moved him to a new hub to see if it was server side there. His settings look identical to all except admins. Any input would be appreciated.
