Remote Outlook

I have a Small Business Server 2003 and can sync mobiles with exchange. I also have a Terminal Server which is used  for remote access. However, I have a couple of laptop which I would like to enable remote Outlook without using a VPN link. I want to setup outlook to read directly from the server when there is an internet connection but for it to save a complete synchronised copy on the laptop for use when there is no internet connection. The laptops use either XP Pro or Windows 7.

Just point outlook to the same url as the one for syncing mobile devices :)
