Outlook 2010 does not start when online connection is not available

I set up outlook 2010 with exchange server 2010. everything works fine, but when the connection to the server is not available it tries to ask me again about the exchange server name and the user, and then displays the error message "you must connect to microsoft exchange at least once" and closes down. Of course I have connected not only once but many times, otherwise i would not have a large ost-file. But I cannot open the ost file, when I need it most - when the connection to the server is not available. I have tried everything: setting it up without cached mode and then enabling offline use, deleting the ost file ...

Is it happening for all users?

i can create the ost file whereever i want. doesn't help. It can be accessed, othewise it could not be created and filled with my online mails...
