Webbrowser Not Loading.

In windows forms I create a string containing an URL and use webbrowser.navigate to load the URL.  I have a next page button that creates a new URL and loads it using Webbrowser.navigate.  However sometimes the new page is not loaded, the webbrowser stays on the original page as if frozen.

Any ideas?
