One possible cause of this error is that there is an 'orphaned' GP user / login records in the ACTIVITY table.

Please see CustomerSource KB Article 856551 for full information.

If that is the cause, the solution is to delete the orphaned record from the ACTIVITY table.

If you know the user that is orphaned, you can login as that user and you should be prompted:  "User ID is already logged in to company. Would you like to view your current logins?"  Click on Yes and then click Delete.

If you don't know the user, you can check the Activity table:

Review the user list, verify who is actually logged in, and delete any user activity records that you have confirmed are inaccurate.

Another approach is to have all users log out of GP and close the GP application.  In theory, there shouldn't be any users left in the Activity table.  Any remaining records can be deleted.
