Excel Web Query against Sharepoint 2003 list

I am trying to run a excel 2003 web query against a 2003 sharepoint list where I have "read" rights but the query will not import the xls file. Do I need admin rights or what else would work.
I have run web queries against other sharepoint sites where I have admin rights without a problem.
Ant help would be appreciated

I am trying to run an excel 2003  web query to pull in an excel spreadsheet on a sharepoint list. The web query will refresh daily , copying the excel file to a preestablished sheet in a workbook. The excel sheet on the sharepoint list has 46,000 rows. When I run the query the excel file name cames through but not the data. I have admin rights to the list

I believe the problem is that the sharpoint link is too long ( more than 256 Characters) try shortening the link
