outlook 2007 not letting third party access

I am running outlook 2007 on a server 2008 R2 Foundation Server.

works fine but when i run payroll emails (Quicken Payroll) they say error out with an error meaning that the program cannot find the mail client or access it.  I can acess the program from a web based mailto command fine, but the third party access seems to be blocked somehow.

any idea where i would start looking.

Does this server also have Exchange Installed on it?
I had a customer that needed to send emails directly from MYOB Payroll and they experienced the same issue.
As for the fix I can't remember off the top of my head but it was to do with MAPI and there was a registry change which I had to make for all users.

Can you tell me what the error is that your receiving?

the error is headed payroll email with the discription of Error: cant send email.  From the quicken help, this usually means outlook is not open.  but obviously it is in this case.  I have only ever used this with outlook 2003 with no issues.  

as far as exchange, NO there is a simple outlook only using POP3 which has always worked before.

Ok the error I was seeing was actually a Outlook popup message saying that another program is trying to access your Outlook Email.

I think we might be dealing with a different error here.

appreciate the help... fixed by installing outlooki 2003, then reinstalling outlook 2007
