Unable to Move MS Exchange 2003 mailboxes from one server to another Event ID 9175, 9167 & 1008

I'm unable to move exchange mailboxes from one
server to another. I'm getting Event ID 9175, 9167 & 1008
The exchange server is running and my Exchange store are mounted correctly, we ned to move some mailboxes to reuce the load on the exchynage server.
 
 My environment
Win2K3 SP2
MS Exchange 2003 SP2 STD
 
 This is what I get in the event viewer when trying to move a mailbox.

 Error 1008
Any Ideas? The only sloution I found online was http://forums.msexchange.org/m_1800398754/mpage_1/key_/tm.htm#1800398754
and that simply does not work for me because my store is mounted! ..

Did not help, called Microsoft and they were able to solve the issue.

One the second server msExchMasterAccountSID attribute of SystemMailbox{A167CDC5-3878-4002-B537-8498A2D7725B} was missing.

Here is what they sent me:

To troubleshoot this issue, please perform the following steps:

Modify SystemMailbox permission
========================
1. Please open Active Directory Users and Computers on the Exchange server.
2. Navigate to the Microsoft Exchange System Objects container and open the Properties of SystemMailbox{A167CDC5-3878-4002-B537-8498A2D7725B}.
3. Switch to the Exchange Advanced tab and click Mailbox Rights.
4. Add the SELF account and grant the following permission to this account:

Full Mailbox Access
Associate External Mailbox

After that, please restart the Microsoft Exchange Information Store service on SERVER02.

In addition, I found the AD account of SERVER02 has been disabled. I suggest you enable its AD account.

Also, I found the event 1008, 9168 and 9175 (not 9167 this time) and I suggest you perform the following steps to troubleshoot these errors:

Modify Permission for the Exchange server
=============================
1. Start the Exchange System Manager utility, and then locate the Exchange server of SERVER02.  
2. Right-click the server object, and then click Properties.  
3. Click the Security tab, click to select the Allow inheritable permissions from parent to propagate to this object check box, and then click OK. If you receive a message stating that "Deny entries take priority over Allow entries", click Yes to continue.  

After that, please restart the Microsoft Exchange Information Store service on SERVER02.

Then, please run attempt to move the mailbox again and verify whether the issue still occurs.
