VLC media player save slow motion

You guys pointed me in the direction of VLC Media Player and it works great for slowing down video.  Does anyone know how to save it slowed down say 50% so when I post it online it will be slow?

You need to capture VLC playing the clip in slow motion
try cam studio
put it on regeon and drag it within the frame of VLC playing screen whil ethe video is paused. then click record when playing in slow motion
I tested capturing in VLC in slow motion and I get a black screen
