Does it appear in your BIOS?

Can you boot from it such as a Windows install CD or a Live LInux CD?  You only have to boot; you don't have to install.

Firstly, although this may not be an issue, ensure that the CDROM is active and operating in the BIOS.
Secondly, find a boot CD and see if the computer will boot from the drive.  I often use a Windows CD and let it go through a few stages, but obviously don't install Windows.  To ensure that the CD will boot, you may need to change the boot order in the BIOS too, or use another method to invoke the boot menu.  If indeed the computer boots and tries to install from the CD, the you know it is not a physical drive fault - the problem lies within the Windows OS, but you'll need to start somewhere!!

Hope this helps in starting to get an answer.

If the problem lies within windows, try reinstalling the CD-ROM drive in device manager.
If that won't work, scan for viruses and spy ware. Maybe that's the cause of the problem.

If it is a Windows software fault, then you can start by deleteing the CDROM in Device Manager, rebooting the PC and letting it reinstall itself.
Although already mentioned, viruses and spyware can cause issues such as this, so ensure your machine is operating correctly and has antivirus uptodate and working correctly.  Trace the steps back to what has been going on since you last noticed the CD working.
