How to raise Windows forest function level?

I plan to install Exchange 2010 which requires domain level 2003.

The current environment: Windows 2003 domain controllers. Single forest, single domain.
Head office: DC1 has RID, PDC, Infrastructure role
Site A: DC2 has domain naming master and schema master toles..
Site B: DC3

Forest level: Windows 2000.
Domain level: Windows 2003.

Q#1. Any issue with the above mismatch?
Q#2. How to raise the forest function level given domain level is already 2003?
Q#3. How to prepare a fallback plan just in case the change is unsuccessful or causes unexpected issue?

1 - no issue
2 - Open AD Domains and Trusts, right-click "active directory domains and trusts" at the top and click raise forest functional level
3 - Not much of a fallback, there's no "undo" option. Unlikely to fail though.

Does the forest level or domain level matter?
If the forest level is 2000, domain level is 2010, what is the complication?

The domain can be equal or higher than the forest

You cannot set the domain functional level to a value that is lower than the forest functional level, but you can set it to a value that is equal to or higher than the forest functional level.

Your domains are at 2003 (as high as they can go since your DCs are 2003). You forest is at 2000, but Exchange 2010 requires 2003 native or higher, so that's the complication. Go through the steps to raise the forest level to 2003, give it some time to replicate (overnight is good), then you should be ready to run all of the preps for Exchange 2010 (schema, AD, & domain prep).
