You could attempt this by going to your internet settings, networking and setting a proxy server. Make up any IP and put it in there, which will redirect all internet traffic to a bad spot. Then in the advanced settings you can specify which IP addresses to bypass the proxy.

clearos will work in a virtualised environment (they have a virtual downloadable file ready to go) - its free and you can block all traffic but permit just the site you want
ClearOS is typical one, i want some simpler solution
just want to block all website except one
if you are running an decent router you can make a rule to send all request to that one website.
i have multiple pc running on network
i just want this filter for 2 pcs
is it an internal site?
no i just want my user to browse hotmail
and want to disable all other websites
do they need to follow links in hotmail
no they will just use hotmail to view emails and download attachments
Sorry, no software needed. A proxy server is a computer you route all your traffic through. If you do not actually have one at the address specified, all internet traffic will not resolve and no pages will come up. Then when you add your one website's IP as an exception, it will bypass the fake proxy and go to the internet the normal way.

Try going to internet properties - connection tab - Lan settings tab. Check both the Use proxy and bypass for local. Put it some local IP that is not real (192.16.1.254 is fine). The click advanced and put in your websites IP you wish to allow.
I think I have a solution. if you have visual studio you can make a new browser that only goes to hotmail. then you would just need to remove the browsers that are installed and have them use that.  Just took a moment to write one to make sure it would work. if you need it let me know
Where you put the IP addresses to bypass the proxy, you should be able to put *.hotmail.com and *.live.com. Which should allow all hotmail access. live.com is part of the login service so that cannot be blocked.
if you are using the proxy you will need to allow *.hotmail.com and *.live.com
CrowaX your solution is working but user can remove this check from internet explorer or install firefox
i want to restrict them completely
any suggestion
For xp, change the user to a limited user, install windows live mail using local admin account, install Emsa Port Blocker 1.0.15 from to http://www.freeware-downloads.com/emsa_port_blocker.htm to block port 80 and 443.

Then, logon with the limited user account and config windows live mail to access hotmail.
For your windows 7, if you have win 7 professional or above, you can use applocker feature to all programs and add exception to those application you allow the user to use such as windows live mail.

Then, change the user to a standard user who have no rights to run applocker. The user can install all type of virtualized apps such as firefox, but firefox wl not run as it is restricted by applocker.

A review of applocker feature is in the link below.

If you on a domain, or use the registry, you can remove access to that tab, as far as IE goes. Firefox uses the same settings by default. But I dont know if you can use group policy to restrict Firefox. Or at least restrict what they can install.
no one developed any application which can restrict all websites and just allow one
