SBS 2003 sp2 fails to install (KB960082)

I've been trying to install this security update and it fails to install no matter if I let window update install it or if I manually run the downloaded exe file. Attached is a file containing the event veiwer log that shows the errors I'm getting. Any help will be greatly appreciated. Event-Veiwer-errors.txt

    Yes. It comes back with "is not an recognizeable command". When I run the exe by its self I get a strong SA password is required.

    You need to make sure that the SQL services are running before trying to install the updates.
