Outlook is stating "Contacting the Server for information"

A short while ago all of our Outlook 2010 mail came to a crawl.  When we send it states, "Contacting the server for information".  I rebooted the Exchange server with no luck,  What is the fix?

Check the Test-mailflow command from the  EMS to check the mail flow
This could happen because of N/w As well. have look at the n/w lattency as well.

You're going to have to give me a bit more detailed instructions on how to do what you're suggesting.  I'm new to Exchange 2010.
I was just experiencing this same issue with a user.   But it was only happening with email correspondence with "one" sender.   Dug through the senders emails..  and came to find that at some point that specific senders email signature image path changed from an HTTP:// URL to a local file URL.  like file:///\\mail-sign\Test.JPG.   If I shut off automatically download images that got rid of the message, or contacting the sender and informing them that their email signature had an issue is another option.
