Moving public folders from Exchange 2003 to 2010 ... command succesful but empty

Using this command and it was successful but the public folders are empty on 2010

Set-AddressList "Public Folders" -RecipientFilter { RecipientType -eq 'PublicFolder' }

    I think you may have missed a couple of steps.

    First you need to replicate the PF, then once it is all replicated you need to disconnect it.
