What HTML command is used to read data between tags

Given the line below, what HTML command would I call to extract the data "My Business Rule.rul"

Is the word 'text' in this example a property?  In other words, if I use the above line just as it is, will it perform a post ?

Yes. The type="text" part determines what type of form field it is.
