Pushing "Outlook Anywhere (RPC over HTTPS)" config to Outlook 2007/2010 with Exchange 2003

I am looking at an environment that is still running Exchange 2003 SP2 but has Windows 7 and Office 2007/2010 on all the desktops/laptops. What is the best way to push the RPC over HTTP settings to my laptop users since I don't have Exchange Autodiscover? There doesn't seem to be a GPO template for this scenario.
