Exchange 2007 Manage mobile devices?

My Exchange 2007 Server has an active sync policy and users with iPhones. I should we able to perform a remote wipe from EMC but when I click a user  in EMC my action menu does not show the option to Manage mobile devices. Any idea what I need to do to enable this.

 To use the Exchange Management Console to perform a remote device wipe
1.Open the Exchange Management Console.

2.Under Recipient Configuration, select Mailbox.

3.Select the user from the Mailbox window.

4.In the action pane, click Manage mobile device, or right-click the user's mailbox, and then click Manage mobile device.

5.Select the mobile device from which you want to clear all data.

6.In the Actions section, click Clear.

7.Click Clear again.

There are other reasons this option does not show up.  I have several users with this option who do not have mobile devices.  If you do not check the "Exhcange ActiveSync mailbox policy" during mailbox creation, this option is not available.  Also, there must have been a default assignment during our mailbox migration, as every user migrated has this option, whereas new mailboxes added since the migration must have the policy specifically checked.
