MySql: Can load txt WEB file directly into the database?

Good day

I have a WEB address of TXT file
Is it possible to load that file directly into MySQL table using LOAD DATA INFILE command or something similar?
The script is designed in Windows PowerShell

    You could probably use wget or one of its alternatives to fetch the file from your script to a local file:

    Are you trying to avoid saving to an actual file on the filesystem?
