Outlook 2007 contacts not showing when I click To: in new mail

When I am in my mail folder in Outlook 2007 and I click New to create a new email, and then I click the To: button, none of my contacts show up. If I put something in the search box ("a" for example) and click go, I see all of my contacts with first, last or display name starting with the letter A. I don't know why all of my contacts don't show up as soon as I hit To:. They used to. I am using a single .pst file and when I go to the contacts tab on the left in my outlook main view, all of my contacts are there.

If you right click the contacts folder and go to properties then the outlook address book tab is the box checked to show this folder as an email address book?  Also if you go to your account settings and the address book tab do you have a outlook address book listed under address books?
When you click on To: a dialogue box opens. Have you selected the proper contacts in the top right selection box?

steinmto: Yep, I went through all of the Microsoft articles on this and the proper boxes are checked and in my account the outlook address book shows up.

thinkpads user: Yep it's the right contacts.

What gets me  is if I put anything in the search box and hit go, it finds the contacts meeting that criteria. If you have nothing in the criteria box, you should get all contacts. I did see something interesting on another forum about someone having this problem after synching with a pds or smartphone. I have an i4 that I sync with, and I'm thinking that there may be some field that the itunes software may have screwed up. I just don't see why the contacts would show up with something in the search box, but not with a blank search box.
Have you tried exporting your contacts to a csv or a different folder and moving them back something in your contacts could have become corrupt.

And if not the above do an Outlook (Office) repair. Don't forget to check the box in Trust Center, Privacy to download a file periodically from Microsoft.

I just exported all of the contacts and imported them back, telling it to replace duplicates. Same thing. I tried creating a new outlook profile from the Microsoft articles and it does the same thing. I have the box checked in the trust center to download a file periodically from Microsoft. I went looking for the scanpst program and it's not installed on my system. I'll start looking for how to install it, but if you know how, please let me know.
Ran scanpst.exe from Microsoft Fixit. It said it found some errors and fixed them, but I still get the same results.

I ran Office Diagnostics and it said it fixed 1 error. I also just tried exporting all of my contacts to a csv, delete all my contacts from Outlook, and re-imported contacts from CSV and the same behavior persists.
