Where to find setting for attachment size limit in Exchange 2003

I have set sending and receiving message size limits of 20MB in the Message Delivery Properties. However, I have users that are trying to send attachments just over 10MB that are getting their messages rejected by the Exchange server. Is there another area that will reject a message based on attachment size?

global setting -- > message deliver
more specific you can find it under ESM, under Global -> Message Delivery -> Defaults

That is where I set it to 20MB, but it is still rejecting messages that are under 10MB.

Just to be clear it is set in KB's so it would be 20480.
This is true the default SMTP Virtual Server settings in the messages tab need to be changed. Make sure to uncheck Limit message size and limit session size.
