iis.net and learn.iis.net  has all you need about ftp authentication too

ftp is a feature set of iis and is enabled in the iis role

It has great support, just create a new user, define the home dir for that user and make sure your firewall is open for ports 21.

Assuming that you have install the MS-FTP on your server,follow the below steps
Create the user under manage >> assign the needed group IIS_IUSR >> go to IIS >> under default ftp site >> Create the virtual directory to the location as per your requirement >> assign the permission >> done

how can i tell, or install

I want a user to be able to use their own ftp program from their own computer to connect

I have root access (rdp) to windows server 2008
I dont want to use a third party program.
Is there something already in iis7 that I can enable
