Fault error 9-456 on a Xerox phaser 7750

Fault error 9-456 on power up.  Does this error refer to a black developer problem?
If so will I have to replace all of the developers to correct this error?

    Yes, it means it has hit end of life for the black developer.  
    It is recommended you replace all four developers.  You will also have to replace the engine control board, as that is the only way to reset the error.

    If the developers are fine, you could try replacing just the engine control board, or just the black developer and the ECB.
    Note that this is a "could try" - it really is recommended to replace all four developers and the ECB.
