SQL 2005 Express Instance Install Fails Event ID: 17063

I am attempting to install a new instance onto an already existing SQL Server 2005 Express server.

Server OS: Windows 2003 SBS

Towards the end of the setup process I receive the following message:

SQL Server Setup failed to execute a command for server configuration. The error was [Microsoft][SQL Native Client][SQL Server] Incorrect syntax near '='.. Refer to the server error logs and Setup logs for detailed information.

The Server event Viewer contains the following information:

Event ID: 17063    Category: (2)
Error: 50000    Severity: 20     State: 127 Cannot dump
##MS_AgentSigningCertificate##. SYSDBUPG.SQL terminating.

All research on Microsoft support forums have proven fruitless.

Please Advise.

    Its a bug, Contact MS Support.

    The Microsoft support page with the workaround information was not successful. I was hoping Experts Exchange could answer my question.
