Is Cable broadband uptime highly reliable?

We're a small business in NJ. For the last 10 years we've had a SSDL service from Megapath/Speakeasy, slow 1.5mb and expensive, but pretty reliable uptime 99.9% = maybe 8 hours outage last 12 months.    From Comcast Business we would buy the max speed of 50/10.    Comcast modem would be the SMCD3G.   DOCSIS 3.0.  13 Static IPs.  We'd also be switching to their phone/voice bundle.  

Comcast does not offer an SLA, nor any network uptime statistics.  

Can we hope for 99.9% from Cable?

It depends on the provider and location.

Cablevision on Long Island, in my experience, has a VERY VERY GOOD uptime.  I'm down almost never (due to cable issues).  I had SpeakEasy for a while but I've been very dissatisfied since the Megapath merger and no longer recommend them.

If uptime is a significant concern, then Consider getting a dual WAN router and get FiOS as well (if it's available in your area).  I have one client who has done that, even though Cable has been exceptionally reliable.
