calls transferred from 3COM NBX 3000 system have bad quality

Sometimes (probably 85% of the time) when we transfer calls to a particular cell phone the voice quality from the transferred call to the cell phone is terrible (the person on the cell phone cannot hear the calling person very well).  The person that transfers the call does not stay on the line, they just transfer the call.  We have determined it is not a cell phone issue because the person can get off the cell phone and call the calling party back and the voice quality is fine.

Any thoughs on what could be causing this?

The code that is running on the NBX is R5_0_31.

When transferring the call, how is it getting out to the person on the cell phone?  Is it going directly over a local port/trunk?  Is routing over a pipe to another location for least call routing?  Without knowing what the distortion type is on the call, it's hard to say, but it sounds a lot like you're having voice traffic issues.  You could have a bottleneck in your network causing it, on transfer, to suffer from jitter or packet loss, or, if going across a network and hopping off at another location's local lines, be experiencing prioritization issues over your network.
