SCEP Server 2008 PasswordMax setting, assistance needed for placment

SCEP whitepaper is here: http://bit.ly/jirKmV

Page 28 has the statement: "•      The password cache can contain five passwords. This configuration can be changed by modifying the PasswordMax registry key."

I can't figure out where this regkey should be placed? Should it be: HKEY_LOCAL_MACHINE\Microsoft\Cryptography\

Your assistance is very much appreciated.

As a clarification, since the SCEP white paper was not very clear on where to make this RegEdit.

HKEY_LOCAL_MACHINE\Software\Microsoft\Cryptography\MSCEP  from there create a new Key called "PasswordMax"  > from there > create a Dword as described .
