If you are usinng Internet Exporer, you are looking for the Zoom setting in the Page menu.

I tried the Zoom. Unfortunately, it only makes the font smaller.  This has more to do with a window within a window.  The data inside the inner window goes beyond the right scroll down bar even with the Zoom adjusted to 50%.  Is there any way to increase the size of the inner window?

ah, so you are looking at a site and it has a window with scrollbars within the page. That is where you the content is larger than the window? If so, you have limited control there. There are web developer plugins that will allow you to modify the page code but that requires an understanding of HTML and, possibly, CSS.
