Is there a way to save a web page with several tabs while opening up a new web page without comprimising the saved web page and all tabs associated with that web page?

What web browser are you using?  You should be able to bookmark all open tabs.  Then you can open that bookmark when ever you want to load all the tabs again.

Not sure if I follow what you're looking for, but see if this is what you are after:

You can save a "group" of tabs by clicking on the "Favorites" star in IE, then the down-arrow next to Add to Favorites, then Add Current Tabs to Favorites ... this will save the group of tabs you currently have open, so that when you open that from Favorites, all tabs saved in that group will open.

You can also open multiple browsers and each browser can have it's own tabs.  Once you have the browser open with all the tabs, right click on the IE or web browser icon and click "internet explorer" that will open a whole new browser leaving the current browser session and tabs in place.
