Cloud server for lease for a while

At my work place I have to setup our own mail service on cloud servers(ubuntu). Before that I have to try it on my local servers(home), but I have dynamic public ip address assigned from ISP. I'm thinking to go for cloud servers with a static public ip.  Does anyone know a cheap cloud service provider so that I can use it for about a month. As I'm going to just install and configure only mail services and that is also only for a short while, it's even better if have to share someone's cloud or something which is already setup so that I can cut the costs as much as possible.

Try Amazon EC2 maybe.  Here's what you get for free from EC2. Since you're only doing light testing, I think those should carry you a long way.  

   * 750 hours of EC2 running Linux/Unix Micro instance usage
    * 750 hours of Elastic Load Balancing plus 15 GB data processing
    * 10 GB of Amazon Elastic Block Storage (EBS) plus 1 million IOs, 1 GB snapshot storage, 10,000 snapshot Get Requests and 1,000 snapshot Put Requests
    * 15 GB of bandwidth in and 15 GB of bandwidth out aggregated across all AWS services


It's pay for what you use, so you don't have to pay any minimum once you're past your free zone.

Since it's "pay for what you use", there isn't a fixed price list.  Here's some sample unit pricing (on the same page):
Standard On-Demand Instances, Eastern Region
                            Linux/UNIX Usage      Windows Usage
Small (Default)       $0.085 per hour      $0.12 per hour
Large       $0.34 per hour          $0.48 per hour
Extra Large       $0.68 per hour        $0.96 per hour

With the free tier for 12 months when you sign up, and assuming light testing use, you can expect monthly cost in the range of a few dollars.  They also have a calculator for estimation:

Hi!
So you know what I'm going to do with the cloud server, could you calculate for me?(I'll be trying to run mail server, perhaps I need a domain name mail.somedomain.com and a static public ip).

My currency unit would be Rupees, so 1$=45Rs, and I'm expecting if it could be <=2000Rs for about a month, I can subscribe to it. Thanks a lot!

I can do it for you, but the assumptions I picked may or may not fit your scenario, as only you know exactly how much the server will need.  I'm just guessing based on normal circumstances... so use it with caution :)

2000R=about $45, which should be more than enough according to their estimate calculator, which gives less $30 a month for the first year (with free tier discount).  See the screenshots for my calculation

BTW, you need to get a domain name somewhere else, which prob. cost you $45 a year.
