IE 8 cannot change add to Trusted Sites. Why?

I need to add a web site as a Trusted Site in IE 8 (with Windows XP SP 3).  It is grayed out and i cannot update it. I have also logged in as Administrator.

Try local administrator, and did you fiddle around with gpedit? This could destroy these kind of settings.

Or you could try to add these trsuted websites with gpedit.

The change had taken place but a new push of IE 8 overlayed my change.  Thank you.

Actually the issue was an update occurred overlaying my change originally.
