The Windows Internal Database is corrupt; no basic repair has worked.
is there a problem with uninstalling SharePoint, rename the database files and running a new SharePoint setup?

Should not be a problem. You may want to start fresh and uninstall the SQL Server as well.

Good Luck!

Backup Exec is using SQL server; wikll not start services
Support believes it is related to the SSEE Database, which will is preventing the Windows Internal Database service from starting

If you have a support case open, they should be able to walk you through/perform the repair.
The repair guide for Sharepoint Services is found here

The service will not start
We are not using SharePoint; there is no Company Web on the server.
I have been working with Symantec; seems like SQL, and Windows Internal Data service is the problem.

I would follow the repair guide to the letter...it's not simply done via Add/Remove programs
