Start with an FTP server that allows you to write scripts that are launched by a completed upload event.  The scripting environment would need to support database connections.  Robo-FTP Server is an example of a server that can do this.

In your database create a table with a auto-number ID key column and columns for the current date, full file path and name, and the file size.  When you insert a row the database will assign the key and that becomes your ticket number.

If you use SQL server as your database the key Id will be easily available as @@IDENTITY but actually this value should be fairly easy to get from any database.  You could even make a stored procedure that takes the file details as input parameters and returns the key ID as a resultset.

This leaves the question of how to communicate the ticket / key value back to the original uploader.  You could use the same server event script to write it to a text file or send an email to the upload client or you could do it in the stored procedure or perhaps in a database insert trigger... you could have a separate process that scans the db on a fixed schedule and does batch notification... it depends on your requirements.
