Add user for Cisco Clientless SSL VPN

I got the clientless SSL VPNB running but I can only login to it via the ASA's admin login.I created user accounts under AAA/Local Users with the other accounts but these accounts don't seem to be able to login to the SSL VPN. I need to know how to set up an account that can login to the SSL VPN via a browser but does not have login access to the ASA. Can this be done?

    The user must be able to login to the ASA to be able to authenticate and connect to the vpn.

    You can however, prevent the user from being able to get into priviledged mode:

    username newvpnuser password newpassword privilege 0
    username newvpnuser attributes
    service type remote-access
