UserForm Invoked upon Selecting a Value in a List

Hello Experts - I am looking for a solution that will  allow me to click on a cell with a list of values and then if a specific values is selected a UserForm would get launched with further options.
The trick does not appears to be working with tracking ActiveCell, as it does not detect options in the list. I attached a file showing what I am after.

    Right-click on the sheet name
    select "View code"
    paste the following code in the VBA window
    Close the VBA window
    Private Sub Worksheet_Change(ByVal Target As Excel.Range)
    Dim x As Long
    x = Sheets("Sheet1").Range("C" & Rows.Count).End(xlUp).Row
    If Trim(Cells(1, ActiveCell.Column)) = "Selection" And ActiveCell.Row <= x Then launch
