User unable to access another users shared calendar

I have one user that has been set up to share their calendar with one of the other users.
The second user has "owner" rights to the first users calendar.

When the second user tries to expand the mailbox to view the calendar then are getting the following message:

"Cannot expand the folder. The folder you specified cannot be found."

"Cannot display the folder. Microsoft Office Outlook cannot access the specified folder location."

We always had to give the permissions then Right Click the calendar in the pane on the left and select Share Calendar.

It opens an email with what looks like the calendar as an attachment.

The receiving side open the email and adds the calendar and voila the calendar is shared.

But the second user should be able to edit, create, and delete items.

I will give that a try though.
Once he "imports" the calendar he should be able to.

Our purpose is a secretary manages the manangers calendar.

Manager adds the secretary as Owner and then he right clicks the calendar and selects Share Calendar (he does this with many calendars to various people) and the secretary receives an email with the attachment. She double clicks it and the calendar appears under her calendar. She adds/deletes and moves calendar items around and hasn't had a problem with it.
