Do you want to just have FTP from your location?  

If so you can use Filezilla FTP server.

IIS is also capable of being an FTP server.

no http and ftp if possible but http first

What operating system are you going to use localy?

If you are using Windows, you can configure IIS to have an http or FTP upload page.

If you are using Linux/Unix you can configure Apache or TUN.

You could try http://sourceforge.net/projects/fileexchange/  It is an open source program that may be what you are looking for.
