Bulk changing security on users home folders

Is there a utility available that will allow me to bulk modify the security on a list of folders so that only Domain Admins and %username% have access to users home folders?

    Normally you could do it with a script pushed with a GPO .
    where you it will be launched with two parametre the admin account  and the user logged
