Exchange 2007 Resource Scheduling issues

We have an issue with a resource mailbox on exchange 2007. The problem we are having is this the resource will not accept the meeting request. it show tenative even though it is set to always accept meeting requests if the time is open. does anyone know what would cause this?

    Check the "BookingWindowInDays" by running the Get-MailboxCalendarSettings "Mailboxname" and see if the meeting which is marked as tentative is out of the allowed limit
