No Global Address List for new User setup

I have a both Exchange 2003 and 2010 in my environment.  When I add a new user to the Exchange 2003 system, the Global address list does not show up for the user. I get the message 'The connection to Microsoft Exchange is unavailable. Outlook must be online or connected to the complete this action". The Outlook 2007 client is able to send and receive new emails. If I go to and force the downloa address book from Outloo, the Global address book shows up.

What could be the issue why the GAL is not updating on its own?

Are you doing any address list segregation (or WERE you doing it in 2003?)

Have the permissions on the default GAL been modified in any way?  If so, how?

There is no address list segregation or permission changes in the GAL.

So, I have two 2003 Exchange mailbox servers as well Exhange 2010.  I move the user from  Exchange 2003 server2 to Exchange 2003 server1 and that sem to fix the GAL lookup. Also, the user's mailobx had an issue adding an additional mailbox that resided on server1. After moving the user from server 2 to server 1, I was able to add the additional mailbox. I think I have been able to add additinal mailboxes across two different Exchange 2003 servers as long as the permissions are set. I don't know why moving the mailbox to the same server allowed me to add the mailbox this time.

There seem to be something with the old and new causing some issues. What should I look for?
Are both 2003 servers at the same service pack?
Also, you should try running the exchange troubleshooting assistant.

Yes. Both servers are the same service pack.

After further review of this article in the link below, it seems that when I creating new users in the old Exchange 2003 instead of Exchange 2010, some permissions may not apply to new users on the old Exchange 2003.  Is that true when in a co-exist environment with 2003 and 2010 in the mix that new users going to old server may have issues. For side note, we have some new users on 2003 because we are still in a test run with 2010.

It would seem that the introduction of 2010 did indeed cause the issue.  My concern is that it should not have.  I'd love it if you could post back any additional information you find about this phenomenon in the future.

Does attempting to access the mailbox generate any relevant logs on either server?
