Black Win 7 Desktop background

I can use standard colors but I cannot use a theme or picture.

    Is this system on a network or managed by an administrator? If so, there is a policy in place to prevent modifying themes, the desktop, etc. (Kind of like where I work :-)
    If it's not part of a network you should have rights under Personlization to change the visuals.

    I thought that might be it but I logged into the local profile and it does the same thing.  I even took it off the domain and created new local test user account.  Same result...

    There is some sort of local policy in place then (barring any type of malware).
    Group policy (gpedit.msc) is detailed here and covers desktop themes.
    In short, click Start and Run.
    Type gpedit.msc
    Under User Configuration select Administrative Templates.
    From there you can alter desktop and Active desktop settings from the Active Desktop folder and Desktop folder.

    even when you log in the local profile if you do not have admin privileges you cant change the background

    I fixed the issue by doing a system restore to the previous week.  We do have group polocies in place for the domain but this pc was the only one with that issue.  Not sure what caused it but its now fixed. Thanks for the help anyway gentlemen.
